The background to the quo warranto application filed by the learned Stanley Boye-Quaye for and on behalf of Peter Achibold Hyde is that, the Office of the Special Prosecutor (OSP) in June formally filed charges against four public officials, including a National Insurance Commission officer and a former Vice President’s staffer, following allegations of conspiracy to steal 10 containers of imported rice at Tema Port.
According to an OSP statement dated the 19th of June, 2026, Issah Seidu, James Keck Osei, John Abban, and Peter Archibald Hyde were accused of using forged documents—one purportedly from the Office of the Vice President—to fraudulently claim rice imported from Thailand in 2022.
Quo warranto Application
Convinced that the OSP does not have the authorisation as provided under the Office of the Special Prosecutor Act to prosecute crimes listed under the Act, which are corrution and corruption related offences, Peter Archibald Hyde a "victim of the OSP's unauthorised prosecutions filed a quo warranto application under Order 55 of C.I. 47 at the High Court.
The General Jurisdiction Division of the Court Presided by Justice Nyante Nyadu upheld the claims of the Applicant-accused person and ordered the OSP to seek authorisation from the A-G to prosecute, thus placing a huge obstacle to the independent prosecutorial work of the OSP.
