The President of the Republic, H.E. John Dramani Mahama is considering between three persons, two legal scholars at the University of Ghana Law School and a dependable litigation practitioner as deputies to the learned and respected Dr. Dominic Akurintinga Ayine who has been approved as Minister for Justice and Attorney-General.
Sources of The Law Platform suggest the President shall appoint two deputies for the Attorney-General's Department and Justice Ministry, the only Ministry likely to have two deputies pursuant to the pledge of a lean government by the President. Sources of The Law Platform suggest Dr. Justice Srem-Sai of Praetorium Solicitors, Dr. Abdul Bassit Bamba, a former Associate of Ayine and Partners and lecturer at the University of Ghana School of Law and Reindorf Twumasi Ankrah, Partner of Morrison, Twumasi and Partners are the persons from amongst which the President shall settle on as Deputy Attorneys-General.
Dr Justice Srem-Sai
Dr Srem-Sai is currently a Senior Lecturer of public law at the University of Ghana School of Law, Legon, where he teaches Constitutional Law, Administrative Law, Human Rights Law, and Criminal Law. Prior to joining the School, Dr Srem-Sai taught Constitutional Law, International Human Rights Law, and Commercial Law in other law schools, including the University of Leeds School of Law in the UK, and the Ghana Institute of Management and Public Administration (GIMPA) Law School in Accra, Ghana.
He has presented papers on various subjects of constitutional law, legislative reform, human rights, and disability rights, across Africa, in Europe, and North America. Dr Srem-Sai’s areas of research include constitutional law enforcement, human rights policy and litigation, corporate governance, legislative review, and the interface between law, poverty, and disability.
Outside of the School’s walls, Dr Srem-Sai has, over the years, built a reputation as a passionate constitutional rights enforcement lawyer and civil right advocate. He has worked with notable human right defender organisations – including the Initiative for Strategic Litigation in Africa (ISLA), the Defend-Defenders Project, Deutsche Gesellschaft Für Internationale Zusammenarbeit Gmbh (GIZ), the Institute of Law & Public Affairs (ILPA), and the International Senior Lawyers Project (ISLP) – to help secure justice for victims of police brutalities and other human rights abuses.
Dr Srem-Sai was called to law practice in Ghana in 2011. Before that he obtained his undergraduate degrees from the University of Ghana and the Qualifying Certificate in Law from the Ghana School of Law. He holds postgraduate law degrees from the Cardiff School of Law & Politics, Harvard Law School, and the University of Leeds School of Law. Dr Srem-Sai’s academic awards include the Open Society Foundations Scholarship grant (2012), the Harvard Law School Scholarship award (2013), the Emory Law School Vulnerability and the Human Condition Initiative award (2018), and the Leeds Law PGR Overall Outstanding Thesis of the year award (2021).
Dr. Abdul Aziz Bamba
Dr. Abdul Baasit Aziz Bamba is a Senior Lecturer at the University of Ghana School of Law, where he lectures on a broad range of courses including Law and Society, Constitutional Law, Jurisprudence, Human Rights Law, Natural Resources Law, and Investment and International Commercial, Arbitration.
He holds SJD (doctoral degree) and Master of Laws (LL.M.) degrees from Harvard Law School, Cambridge, USA. From 2007-2009 he was a teaching assistant to Professor Lucie White of Harvard Law School, US. For two (2) years in a row, he was an LLM advisor to newly admitted LLM students in Harvard Law School, USA. He also served as a teaching assistant to Professor E.V.O Dankwa of the Faculty of Law, University of Ghana. He has worked in private legal practice with law firms in Accra and in consulting, and has held several positions including Legal Officer, Legislative Analyst and Specialist, Director of Programs and Projects, and Associate Executive Director of Legal Resources Centre, a human rights and law and development oriented non-governmental organization.
Aziz Bamba has consulted or worked for the Fedriech Ebert Foundation on leadership training for young leaders of political parties in Ghana; UK Department for International Development on alternative livelihoods; the World Bank on court users and access to justice; Committee of African Studies of Harvard University on property rights; the Government of Ghana on legislative interventions and legal training for staff of the Office of the Attorney-General; and Action Aid International on rights-based approaches to development, among others.
Dr. Aziz Bamba has published extensively on the relationship between criminal law, law and development, constitutional law and human rights law.
Twumasi Ankrah
The learned Twumasi Ankrah holds a degree in law from the University of Ghana School of Law and was called to the Bar in 2015. He has represented high profile clients and has been involved in high profile criminal and civil cases in Ghana such as the Saglemi Affordable Housing trial. He has good working relations with Dr. Ayine as he cut his teeth in practice at the firm. He currently is partner at Morrison, Twumasi and Partners, an Accra based law firm.
