The movement toward evidence-based judicial governance is not peculiar to Ghana, and a growing body of comparative experience offers both instruction and caution to any jurisdiction contemplating the construction of an intelligent judiciary. Courts in a range of jurisdictions have begun to develop the systematic collection and analysis of performance data, and the accumulated experience of these efforts confirms both the transformative potential of justice intelligence and the seriousness of the risks that attend its pursuit.
